Kids can delete the Screen Time app from their iPhone, iPad and iPod BUT this won’t stop it from working. Even though the app is deleted the profile that is installed on the device keeps the restrictions working.
However there is a way to prevent Screen Time from being deleted using Apple’s restrictions. Check out this page to see how.

But under setting general device management the sceen time profile can still be detailed using iPhone pass code. My son was able to delete everything from his iPhone 5

That’s true William, but there’s no way around that at the moment I’m afraid because of the way Apple’s platform works. You will get an email telling you when this happens though.
Another option would be to not give you son the passcode and then set the device to lock after an hour of inactivity, that way he shouldn’t have to come to you too much to unlock it.
